Access to Export Finance for Clusters – Roundtable Discussion The first major roundtable on export finance for Mongolian clusters and SMEs was successfully held on September 19, 2025, bringing together policymakers, licensing authorities, financial institutions, implementers, and manufacturers to discuss key challenges and explore joint solutions. Participants shared insights on the financial challenges faced by export clusters, the development of the leather cluster, examples of cluster cooperation and export financing in regions such as the European Union, and current Mongolian financing policies and support services for exporters, with particular emphasis on factoring services. The event gathered representatives from: ✅ Government — Bank of Mongolia, Development Bank of Mongolia, Financial Regulatory Commission, Investment and Trade Agency, Ministry of Economic Development, Mongolian Agricultural Commodity Exchange, and the Office of MP J. Bat-Erdene; ✅ Financial institutions — Khan Bank, Capitron Bank, State Bank, Women in Finance and Banks Association, and the Mongolian Banking Association; ✅ Private sector and clusters — ITDM project, MNCCI, MECN, and sector clusters for leather, cosmetics, textile, and camel milk. Key discussion points included: - The need for more diverse and accessible financial mechanisms under the current monetary policy; - Double-digit non-mining export growth targets and the development of export insurance products; - Sector perspectives and challenges, especially in the leather cluster; - Legal gaps in defining “clusters” in trade-related legislation; - Gaps in financial literacy at both business and consumer levels; - Expansion of financing instruments such as the “Tsagaan Alt” and similar program loan; - Positioning MECN as a central policy and coordination hub for export clusters. Strategic moderation ensured that diverse perspectives converged into concrete directions and actionable insights, playing a key role in the event’s success. Follow-up discussions and actions are expected to build on this foundation.
